Once drawdown exceeds what a wellpoint system can achieve, deep wells or a staged multi-level design are required, and that call has to be made before mobilization. Why the cheapest quote is rarely the lowest cost

No allowance for the sampling a Still Creek discharge demands. Those omissions do not appear as line items. They appear as an excavation that cannot be worked, a second mobilization, or a discharge shut down mid-pour with every trade waiting. On a tower schedule, that is a bad trade.
